Procurement Expert for Agricultural Development

The International Fund for Agricultural Development (IFAD) is seeking a highly skilled Procurement Expert to join its team. As a key member of the organization, you will be responsible for ensuring the effective implementation of procurement policies and procedures across various regions.
Job DescriptionThe successful candidate will provide strategic analysis and advice on procurement-related issues to support regional divisions' programmes and projects in following IFAD's procurement policies and procedures. Key responsibilities include:
- Providing oversight for project procurement related activities by IFAD's borrowers across the five regional divisions;
- Supporting the elaboration of concept notes, country strategy opportunities programme, and project designs;
- Ensuring project procurement requirements are fully embedded to achieve the best procurement results and value for money;
- Conducting research and analysis, drafting opinions on corporate issues relating to the function, structure, and activities of IFAD's project procurement;
- Providing guidance and advice to Regional Divisions and Project Delivery Teams on procurement policies, practices, processes, and procedures;
- Monitoring procurement performance across the portfolio, in accordance with project procurement performance indicators and risk management tools;
- Developing reports, targets, and detailed analysis of the procurement portfolio; and
- Supporting capacity building efforts and acting as the focal point for BUILD PROC capacity building grant.
To be considered for this role, you must have:
- An advanced university degree in business administration, public administration, law, commerce, finance, or a related field;
- At least five years of progressively responsible professional experience in project procurement activities in an international organization;
- A proven record of supporting and delivering complex procurement programmes and relevant field experience;
- Work experience in more than one geographic region, as well as at Headquarters, is an asset;
- Management and procurement experience in the UN system is desirable;
- Excellent English language skills, with fluency in French also required;
- Desirable: Spanish or Arabic language skills;
- Ability to strictly adhere to established formal guidelines, including in new situations;
- Know-how in the application of procurement policies, rules, and regulations applicable to IFAD HQ and/or Country Programmes/Projects;
- Record management skills, including proper handling of records and systems to preserve institutional memory;
- Risk management skills, including identification and assessment of potential liabilities and risks in IFAD's activities;
- Stakeholder management skills, including strong alignment capabilities and consultation skills;
- Client orientation skills, including strong critical thinking combined with communication skills;
- Corporate approach skills, including ability to bring in corporate vision and priorities into one's area of work;
- Integrity and ethics skills, including strong emphasis on acting with honesty, not tolerating unethical behaviour;
- Problem-solving skills, including strong systemic and structured thinking;
- Project/Programme management skills, including know-how in Project design and evaluation.
As a member of the IFAD team, you will enjoy a competitive salary, ranging from $90,000 to $120,000 per year, depending on your qualifications and experience. You will also receive a comprehensive benefits package, including health insurance, retirement plan, and paid time off.
