Procurement Expert for Sustainable Agricultural Development

The International Fund for Agricultural Development (IFAD) is seeking a highly skilled Procurement Expert to join its team. This role will be based in Rome, Italy and will require the individual to work closely with the Programme Management Department (PMD).
About IFAD
IFAD is an international financial institution dedicated to eradicating rural poverty and hunger. It invests in rural people and supports programmes and projects that increase agricultural productivity and raise rural incomes. The organization works closely with governments, civil society, and private sector partners to achieve its goals.
Responsibilities
The Procurement Expert will be responsible for providing strategic analysis and support to ensure that the division's programmes and projects are aligned to IFAD's project procurement policies and procedures. The individual will work closely with the Country Directors (CDs), IFAD Country Offices (ICO) staff, and project team members to provide guidance and advice on procurement policies, practices, processes, and procedures.
The Procurement Expert will also be responsible for:
* Supporting the effectiveness of procurement management execution by the country programmes management teams and project teams during project implementation and project design;
* Ensuring effective compliance with the procurement guidelines, procurement manual, and procurement handbook for successful preparation, appraisal, implementation, and completion of approved projects in IFAD countries;
* Developing policies and strategies and capacity building in the area of project procurement;
* Providing oversight for project procurement-related activities by IFAD's borrowers across the five regional divisions and ensuring they are performed in accordance with IFAD's project procurement framework;
Key Skills and Qualifications
To be successful in this role, the Procurement Expert will need to have:
* At least five years of progressively responsible professional experience in project procurement activities in an international organization;
* A proven record of supporting and delivering complex procurement programmes and a record of relevant field experience;
* Strong knowledge of procurement policies, rules, and regulations applicable to IFAD HQ and/or Country Programmes/Projects;
* Excellent communication and interpersonal skills;
* Ability to work effectively in a team environment;
Estimated Salary Range
$93,000 - $123,000 per annum, depending on qualifications and experience. This estimate is based on the current market rate for similar positions in the international development sector.
