Job Title: International Operations Manager P3

United Nations Population Fund is seeking a highly skilled and experienced International Operations Manager P3 to join our team. The successful candidate will be responsible for providing leadership and advice to the Country Office on all aspects of office management and operations.

Key Responsibilities:
  • Provide strategic direction and leadership to the Country Office on all aspects of office management and operations.
  • Ensure the smooth functioning and well-managed Country Office and facilitate programme implementation and delivery by providing for the operational needs of programmes and projects managed at the Country Office.
  • Supervise Country Office staff as assigned by the Representative and provide direction and motivation to staff.
  • Ensure the integrity of financial systems, review of budget requirements and the consistent application of rules and regulations.
  • Support the Representative in the recruitment and management of staff, providing them with direction and motivation; fostering empowerment; learning and career management and promoting cross-unit team work.
  • Provide policy support, guidance and advocacy at the country level on development, establishment and management of common services with other participating UN organizations/ agencies.
Requirements:
  • Advanced university degree in any of the following disciplines: Public Administration or Business Administration, Economics, Management or other related field.
  • Five years of progressively responsible professional experience in administration, finance or office management.
  • Thorough knowledge of the UN Staff Rules and Regulations, HR management policies, financial rules and regulations and procurement.
  • Ability to build strong relationships with clients, focus on impact and result, and respond positively to feedback.
  • Strong analytical and leadership skills.
  • Strong verbal and written communication skills.
  • Ability to lead business process reengineering, to implement new systems, and to positively affect staff behavioural/ attitudinal changes.
Language Requirements:

Fluency in French and English.

Working Conditions:

This position offers an attractive remuneration package commensurate with the level of the post. The package includes a competitive net salary plus cost of living adjustment, housing allowance, home leave, health insurance and other benefits.
