The African Development Bank is seeking a highly skilled and experienced Senior Resource Mobilization Specialist to join its Finance Complex. The successful candidate will play a critical role in mobilizing resources from sovereign partners, managing partnerships, and monitoring and evaluating the effectiveness of these partnerships.
Key Responsibilities- Contribute to key processes during the African Development Fund cycle, including replenishment, mid-term review, resource allocation, monitoring, reporting, and updating related procedures and operational guidelines.
- Task manage specific resource mobilization efforts through statutory and/or non-statutory replenishments, co-financing, fundraising for trust funds, special initiatives, and innovative partnership mechanisms with traditional sovereign partners.
- Oversee the administration, monitoring, and disbursement of these funds to ensure organizational compliance with donors' financial and programmatic reporting requirements.
- Conduct consistent monitoring and evaluation activities of donor-funded activities and prepare progress/financial reports to respective donors.
- Provide internal stakeholders with technical advice and information on development partner funding priorities to strengthen opportunities for target fundraising and facilitate coordination and collaboration between Bank Group business units.
- Assist in organizing regular internal and external outreach events to explain the activities of different funds and key drivers of the allocation system.
- Participate in and contribute to key partnerships meetings with other multilateral development banks and international organizations to seek new resource mobilization and partnership opportunities.
- Contribute to effective collaboration with other departments and complexes.
- Contribute to the conceptualization, elaboration, and presentation of Bank Group resource mobilization and negotiation documents.
- Elaborate policy and strategy papers relevant to resource mobilization and/or negotiation processes.
- Contribute to the development of strategic options for positioning the Bank Group in the global aid architecture, mobilizing, and deploying its resources.
- Assist in elaborating division objectives, work programs, and their execution while ensuring deadlines are met and outputs meet the highest technical standard.
- Review documentation presented for consideration of various internal committees, including the Operations Committee and Senior Management Coordination Committee.
- Hold at least a master's degree from a recognized university in social sciences, development economics, or other relevant fields.
- Have a minimum of six years of relevant work experience in resource mobilization and/or partnerships, preferably within a public financial institution or bilateral aid/development agency.
- Have a minimum of three years of experience establishing and/or managing trust funds, including a proven understanding of fiduciary best practices and standards.
- Experience writing operational guidelines, policy papers, or strategies.
- Strong grasp and understanding of key trends in international development finance and ability to identify strategic fit of new partners, products, and services.
- Mature relationship manager with ability to balance needs and requests of external donors against policy environment of a multilateral development bank.
- Proven consultation and diplomacy skills, with track record of effectively contributing to complex negotiations with public and private institutions.
- Strong professional network within the international development community.
- Determined and client-oriented problem solver, willing to be flexible and use innovation and creativity in the face of challenges.
- Ability to communicate effectively in English and/or French, preferably with a working knowledge of the other language.
- Competence in the use of standard software, including Word, Excel, Access, and PowerPoint.
- Team player with ability to manage and supervise junior and/or support staff or consultants, as required.
