Division Manager Corporate Procurement: Strategic Leadership for Africa's Growth

The African Development Bank is seeking a highly skilled and experienced Division Manager to lead its Corporate Procurement function. This is a critical role that will play a key part in advancing the Bank's transformative agenda for Africa.
Key Responsibilities- Provide strategic leadership and direction to the Corporate Procurement function, ensuring alignment with the Bank's overall objectives and goals.
- Develop and implement effective procurement strategies and plans to support the Bank's business needs, ensuring value for money and excellent customer service.
- Oversee the quality control of procurement processes, ensuring compliance with the Bank's procurement policy and associated documentation.
- Lead and coordinate the development of procurement policies, standards, and procedures, aligned with industry best practices and the Bank's strategic objectives.
- Act as the secretary of the Purchasing Committee, preparing supporting documents and presenting to the Committee as required.
- Prepare presentations, reports, and analysis on procurement matters for decision-making and regulatory disclosure.
- Develop and maintain secure procurement systems, ensuring adequate controls are in place to facilitate the procurement process and ensure compliance with policies, transparency, and equity.
- Manage and retain procurement records and databases of potential suppliers, including regular monitoring, due diligence, and performance assessment of contractors.
- Ensure timely implementation of audit recommendations related to procurement and contracting.
- Maintain relationships with other international financial institutions, industry associations, and procurement authorities, representing the Bank in corporate procurement-related events at the international level.
- Hold a Master's degree in Administration, Business, Economics, Law, Procurement and Supply Chain Management, or a related field.
- Have a minimum of eight (8) years of relevant experience, with at least three (3) years at a managerial or supervisory level.
- Excellent leadership and management skills, including procurement transformation, procure-to-pay optimization, and source-to-contract management systems.
- Relevant experience in a multilateral development institution or reputable development organization, with experience from the private sector (i.e., procurement company) being an added advantage.
- Experience in managing priorities under pressure and developing solutions to operational challenges.
- Proven ability to work across functions, manage diverse teams, and engage stakeholders effectively.
- Strong communication and presentation skills.
- Understand, interpret, and apply the Bank's rules and procedures and public procurement principles.
- Act with integrity and maintain confidentiality.
- Observe the highest standard of ethics, honesty, and accountability.
- Communicate and write effectively in English, with a good working knowledge of French.
- Competence in the use of standard Microsoft Office Suite applications and SAP.
