Strategic Resource Mobilization Specialist

The African Development Bank is seeking a highly skilled and experienced Strategic Resource Mobilization Specialist to join its Finance Complex. The successful candidate will play a central role in resource allocation, monitoring, evaluation, and reporting for the African Development Fund (ADF) resources to African countries.
Key Responsibilities- Contribute to key processes during the ADF cycle, including replenishment, mid-term review, resource allocation, monitoring, reporting, and updating related procedures and operational guidelines.
- Oversee the administration, monitoring, and disbursement of trust funds, special initiatives, and innovative partnership mechanisms with the Bank Group's traditional sovereign partners.
- Conduct consistent monitoring and evaluation activities of Donor-funded activities and prepare progress/financial reports to the respective Donors, Senior Management, and the Board of Directors.
- Provide internal stakeholders with technical advice and information on the rules and policies related to the ADF resource allocation Framework and best practices for leveraging the catalytic effect of the ADF financing instruments.
- Assist in organizing regular internal and external outreach events to explain the ADF resource allocation Framework and key drivers of the allocation system.
- Participate in and contribute to key partnership meetings to seek new resource mobilization and partnership opportunities for the Bank Group.
- Contribute to effective collaboration with other departments and complexes.
- Contribute to the conceptualization, elaboration, and presentation of Bank Group resource mobilization and negotiation documents.
- Hold at least a master's degree in economics, finance, accounting, statistics, or related fields.
- Have a minimum of six (6) years of relevant work experience in economics, financial modeling, or statistics, preferably within a public financial institution or bilateral aid or development agency.
- Have a minimum of two (2) years of experience with proven understanding of fiduciary best practice and standards, experience in budget and project portfolio management, and ability to report on and manage financial information.
- Experience writing operational guidelines, policy papers, or strategies.
- Good understanding of key trends in international development finance, including knowledge of ODA approaches and policies of major international donors, bilateral and multilateral agency fundraising and partnership trends in the short, medium, and long-term.
- Determined and client-oriented problem solver, willing to be flexible and use innovation and creativity in the face of challenges.
- Ability to communicate effectively (written and oral) in English and/or French, preferably with a working knowledge of the other language.
- Ability to demonstrate cultural, gender, religion, race, nationality, and age sensitivity and adaptability.
- Strong competence in the use of standard software (Word, Excel, PowerPoint); knowledge of SAP and financial modeling essential.
