Job Overview
The Technical Director is responsible for leading and
managing all technical activities, including engineering, design, estimating,
and construction methodologies. The role ensures technical excellence, project
feasibility, cost control, and successful delivery from tender stage through
execution while managing technical teams and ensuring compliance with quality,
safety, and environmental standards.
Job Responsibilities
- Define
and implement the company’s technical strategy in alignment with business
objectives and operational priorities.
- Lead
and structure the Technical Department, including technical studies, cost
estimation, tendering, quantity surveying, drafting, topography, MEP,
planning, technical contract management, and architecture/finishing
coordination.
- Establish
technical standards, procedures, and methodologies while ensuring
compliance with QHSE requirements (ISO 9001 / 14001 / 45001).
- Review
and validate technical approaches, engineering solutions, and project
feasibility.
Tendering, Studies & Estimation
- Supervise
the analysis of tender documents, technical requirements, and project
specifications.
- Ensure
the accuracy of technical studies, cost estimates, and pricing
submissions.
- Validate
technical optimizations, alternative solutions, and methodology proposals.
- Ensure
tender budgets are accurate and commercially viable before submission.
Project Execution Support
- Ensure
effective transfer of projects from tender stage to execution teams.
- Provide
technical guidance and support throughout project delivery.
- Oversee
the resolution of technical challenges and ensure appropriate construction
methodologies are applied.
- Monitor
technical planning, sequencing, and project requirements.
Engineering & Technical Coordination
- Manage
MEP, topography, quantity surveying, drafting, and architectural finishing
activities.
- Ensure
consistency, accuracy, and quality of technical deliverables across all
disciplines.
- Coordinate
technical interfaces between engineering teams, consultants,
subcontractors, and project stakeholders.
Cost Control & Continuous Improvement
- Ensure
technical budgets are maintained throughout the project lifecycle.
- Monitor
cost variations and implement corrective actions when required.
- Lead
lessons learned initiatives and continuous improvement processes.
Team Management
- Manage
and develop technical managers and department teams.
- Set
objectives, monitor performance, and support team development.
- Plan
and allocate technical resources according to project needs.
Reporting & Stakeholder Management
- Provide
technical reports and updates to senior management.
- Identify
technical, budgetary, and project risks and recommend mitigation actions.
- Coordinate
with Operations, Supply Chain, QHSE, Finance, Legal, and Project
Management teams.
- Maintain
relationships with external consultants, engineering firms, architects,
suppliers, subcontractors, and clients.
Requirements
Job Requirements
- Bachelor’s
or Master’s degree in Civil Engineering, Construction Engineering, or a
related field.
- 10–15
years of experience in technical studies, engineering, construction
methods, or technical management within the construction industry.
- Proven
experience managing multidisciplinary technical teams.
- Strong
knowledge of construction techniques and multidisciplinary projects (all
trades).
- Expertise
in:
- Technical
studies and cost estimation
- Construction
methodologies and engineering coordination
- MEP
systems coordination
- Review
of drawings, specifications, and tender documents
- Project
planning and scheduling
- Budget
management and cost analysis
- QHSE
standards (ISO 9001 / 14001 / 45001)
- Technical
studies and cost estimation
Technical Skills
- Advanced
MS Office skills, particularly Excel.
- Experience
with cost estimation and pricing software.
- Proficiency
in MS Project or similar planning tools.
- Knowledge
of AutoCAD and technical design software.
- Familiarity
with ERP systems and reporting tools.
Languages
- Fluency
in French and English is required, with the ability to communicate
effectively with technical teams, clients, consultants, and international
stakeholders.
