SummaryHII-Mission Technologies is seeking a Program Manager to help support the United States (U.S.) Africa Command (USAFRICOM). The Program Manager will work closely with USAFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners with dedicated PR/CASEVAC capabilities. The Program Manager's responsibilities will include being HII's liaison for contractor personnel at all deployed locations and serving as the point of contact for all deployed aircraft operations inclusive of ground operations, managing HII rotating personnel, in-and-out processes of contractor personnel, accountable for all mission planning and reporting and, be the final authority for HII's approval for mission support. The Program Manager will work directly with the HII Portfolio Director of this program to ensure on-time delivery of all tasks and deliverables while complying with remaining within Task Order (TO) scope and within the approved budget.
This role will require travel to Africa (10-20%).
What You Will Do- Fully support USAFRICOM by supervising and directing the daily activities of a deployed team of contractor personnel working directly in support of USAFRICOM and SOCAFRICA with 24 hours day/7 day a week (24/7) dedicated rotary-wing (RW) and fixed-wing (FW) aircraft, paramedic-level field and in-flight patient care for PR/CASEVAC services based in and operating in high-risk portions of the USAFRICOM Area of Responsibility (AOR), including operations, maintenance, sustainment, and all life support.
- When necessary, provide overall on-site operational leadership and guidance for all contractor personnel assigned to them including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance.
- Serve as HII's primary point of contact for all TO-related deployed on-site activities and support.
- Manage relationships and expectations of the USAFRICOM client, other industry mission partners, and all supporting contractor personnel.
- Evaluate the progression of project milestones and budget and any necessary TO modifications to ensure mission success, service quality, and schedule/budget compliance.
- Regularly engage with key government stakeholders to assess strategic alignment with USAFRICOM mission objectives, develop a comprehensive understanding of evolving operational requirements, and identify the most effective methods for mission success. This includes conducting detailed analysis of program activities against USAFRICOM's strategic priorities and theater campaign plans to ensure optimal support and operational effectiveness.
- Responsible for all TO deliverables from developing mission reports to monthly status reports.
- Leverage established relationships with USAFRICOM stakeholders to gather intelligence on emerging requirements, providing the Business Development Team with actionable insights on potential growth areas before formal solicitations are released.
- Oversee a HII PMO staff responsible for Operations, Logistics, Safety, and Finance, including establishing clear performance expectations, providing comprehensive guidance, conducting regular team meetings, and implementing professional development opportunities to enhance team capabilities. Assign and prioritize PMO tasks based on current operational needs and strategic objectives while ensuring appropriate documentation for contractual compliance and knowledge management.

- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Five years of experience managing operations, maintenance, and logistics of deployed aircraft.
- Experience supporting rotary-wing and fixed-wing aircraft.
- Ability to obtain a permit to carry a firearm.
- Clearance: Must have an active SECRET clearance with the ability to possess and maintain an active TS clearance with SCI eligibility based on a Single Source Background Investigation (SSBI).
- Current residence in Stuttgart, Germany.
- Clearance: Possess and maintains a Top Secret clearance with SCI eligibility.
- 5 years of experience managing PR/CASEVAC services.
- 3+ years of experience working knowledge of Status of Forces Agreements (SOFA) requirements, DOCPER regulations, and processes within EUCOM / AFRICOM AORs. Similar experience in the CENTCOM AOR will be considered if all other Minimum Qualifications are met.
- 5 years of experience managing PR/CASEVAC services for SOF within the last eight years.
- A current Project Management Professional (PMP) Certification from the Project Management Institute (PMI) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
- A thorough understanding of civilian aviation, particularly 14 CFR Part 135 operations.
- Strong leadership, diplomatic, and motivational skills including the ability to lead up, across, and down multiple business and technology organizations
- Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.
- Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus, and achieve objectives.
- Self-motivated, decisive, and able to adapt to change and competing demands.
- Demonstrated communication skills; both written and spoken with technical and non-technical staff, at all levels of management.

Physical RequirementsThis position will require working in a deployed location, outdoors, and in an office. Must be able to lift up to 75lbs. Must meet physical and medical requirements for deployment to austere locations within the USAFRICOM AOR. May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
