Job Description

We are seeking a highly skilled Agricultural Development Specialist to join our Programme Management Department. The successful candidate will work closely with regional divisions and project teams to provide strategic analysis and support in ensuring that IFAD's programmes and projects align with the organization's policies and procedures.

About the Role

The Project Procurement Officer is accountable for ensuring that IFAD's core values of integrity, transparency, and equity are upheld in the alignment of programmes and projects with the organization's procurement policies and procedures. This role requires strong analytical and communication skills, as well as the ability to work effectively with diverse stakeholders.

Key Responsibilities

  • Support the effectiveness of procurement management execution by country programmes management teams and project teams during project implementation and design.
  • Provide oversight for project procurement-related activities across five regional divisions, ensuring compliance with IFAD's project procurement framework.
  • Draft high-level documentation for submission to units, divisions, departments, and senior management.
  • Promote the fulfillment of IFAD's project procurement oversight function.
  • Conduct research and analysis on corporate issues relating to project procurement.
  • Provide policy support at the corporate level and ensure procurement requirements are embedded.
  • Draft new procurement templates and guidance notes on various topics in project procurement or suggest modifications to existing ones.
  • Provide advice to regional divisions and project delivery teams on procurement policies, practices, processes, and procedures.
  • Manage and record modifications to IFAD's project procurement framework.
  • Support the preparation of new procurement templates and guidance notes on various topics in procurement or suggest modifications to existing ones.
  • Facilitate, follow up, and support procurement investigations and management of procurement complaints.

Requirements

  • An advanced university degree in business administration, public administration, law, commerce, finance, or a related field.
  • At least five years of progressively responsible professional experience in project procurement activities in an international organization.
  • Strong analytical and communication skills, with the ability to work effectively with diverse stakeholders.
  • Proficiency in English and French, with Spanish or Arabic desirable.

Salary and Benefits

The estimated salary for this position is $80,000 - $100,000 per year, depending on qualifications and experience. IFAD offers a comprehensive benefits package, including health insurance, retirement plan, and paid time off.
